This guide contains recommendations and guidelines for managing and designing highway pavements for friction. It is designed for use by highway materials, construction, pavement management, safety, design, and research engineers, as well as others concerned with the friction and related surface characteristics of highway pavements. This second edition has been updated to include information on friction testing and safety, including how the risk for both wet and dry crashes increases as pavement friction decreases. This consideration between friction and all crashes is consistent with proactive and systemic approaches to improving safety performance across the roadway network, based on measurable risk and performance characteristics that are part of the Safe Systems approach. The recommendations for pavement friction management programs were also updated to reflect the most current safety concepts, and additional information on alternative friction testing equipment has been added.
