In 1989, API initiated a census survey of domestic refineries to document the management of waste and secondary materials in 1987 and 1988. Outstanding responses by the refineries (115 out of the total U.S. population of 176 refineries participated) aided in making confident estimates of the amount of waste managed by the U.S. refining industry.
